As Yuushun says, he is a fair official, even if he is nominally in the noble faction. But yes, Reishin and Kouyuu did muck it up a LOT.

What a frustrating job for You Shuu! Perhaps he’s the one character I can understand the most and easiest from all of them. All he wants is efficiency, and all he gets is Reishin and Kouyuu. I wonder he’s not screaming out loud – but then this does not fit in with his character. The one who’s screaming in frustration is Houju.
