So possible book 16 spoilers have begun coming out on Japanese blogs/fora. As usual, please note that these are NOT RELIABLE. This post will continue to be updated as I find more spoilers.
There are four illustrations: Shuurei+Jin+Shuuei, Shuurei+Jin, Shuuei+Shusui, and Ryuuki+Ou Ki. (using pluses because if I used commas, things would get confusing). [my thoughts: huh, so looks like Jin plays a large role?]
Ryuu Shibi, a character who shows up in Unmei no Deai no Yoru (and is also mentioned in book 15) shows up.
In Heki Province, the governor goes missing or something, due to the destruction brought by the locusts, so Ouyou Gyoku (Undersecretary of Public Works) becomes acting governor; he calls for the central army to be sent there.
Riou’s grandfather is indeed Ou Ki. [Hmmm! As I suspected. Well, as most of the readers suspected, ha.]
In the palace of the Hyou clan, Shuurei, Riou, and Jin research methods to get rid of the locusts, while Shuuei enters the prison that Shusui is trapped in and rescues her.
Ryuuki visits Ou Ki, who is setting out for Kou Province. Ou Ki criticizes him clearly, and Ryuuki cries.
Shuurei is now able to leave the Hyou clan’s palace, and says she will indeed leave.
Ryuu Shibi visits the main mansion of the Kou clan (in Kou province). He tells Reishin that he thinks that Reishin is the only one who can change Yuushun’s fate.
Kouyuu goes to visit Yuushun in the middle of the night…. and from there the book ends?
Yuri, Jyuusan-hime, Karin, Ensei, Seiga, and Ouyou Jun don’t really appear much, if at all.
According to the afterword, it’ll be awhile before the next book comes out.
EDIT 1:
Riou (Sr.) says that if Shuurei et al want to do something about the locusts, they need to find Shusui. While Shuuei (as mentioned above) seeks Shusui in the prison of time (which seems to be place used to test the strength of determination of priestesses), Shuurei, Riou, and Jin research the locusts and find there’s a disease that only strikes locusts, and that humans can somehow make this disease start, thus wiping out the locusts. Shusui is able to open a corridor to the Hyou temple which deals with this, but the temple priest says he can’t act without Ruka’s permission. Shusui agrees to become Ruka’s successor as high priestess and work with her for Ruka’s remaining lifetime. Ruka opens the gates of the Hyou clan’s palace.
Jin’s master is indeed Ou Ki. (He is the one who reveals that Hien-hime, Riou (Jr.)’s mother, is Ou Ki’s only daughter) However, there is apparently another high official messing with the Hyou clan. Shuurei learns of this person’s name from Ruka, but the reader doesn’t.
Kurou’s wife appears.
Ryuu Shibi also think there’s someone out there who is as smart as Yuushun who might be behind some of this stuff?
EDIT 3: Son Ryouou and Shouka have some conversation about why Shouka supports Ryuuki as king.
Jin hasn’t met Hien-hime. From Ou Ki’s words, readers think it’s difficult to tell whether Hien-hime is currently dead or alive.
Undersecretary Kei Yuuri (Houju/Kijin’s undersecretary) apparently argues with Anju (who is rather scary in general).
Eh… Most of the spoilers are pretty vague; they tend to end up praising some character another for being cool or competent. Riou and Shusui’s character development is prominent. The storyline is basically split into two parts, I get the impression, just like in the last book. One of the storylines focuses on the Hyou clan, and the other focuses on the stuff going on in the capital. Some bloggers remark that within the capital plotline, most of the dramatic focus is on the high officials, and that barring the scene where he talks to Ou Ki, Ryuuki appears far less frequently than one might have thought he would.
Also:
Shouka didn’t really destroy the real sacred mirror. He destroyed another mirror that Ruka was using to transmit her soul, but another party destroyed the sacred mirror Karin is trying to replace.
Jin didn’t come to try and kill Ruka; he instead came to find information about the locust plague.
Son Ryouou is a famed warrior, on par with Sou Taifu and Shiba Jin’s grandfather.
Sakujun tries to kill Shusui, but Shuuei fights with him and makes him go away. Apparently now Shuuei is stronger than Seiran.

Yeah, it is indeed a good question. I only found one blog so far with really detailed spoilers (and they're not comprehensive, obviously, as this is an other half and half book (half in the Hyou clan's palace, half in the capital, and maybe some in Kou Province), so I'm sure as I find more there will be more details about Jin's role and the Hyou clan.

Yay, so exciting! This will probably be a long comment.
I'm really looking forward to the conversations between Ou Ki & Ryuuki, Kouyuu & Yuushun, and Son Ryouou & Shouka. Those all sound really interesting.
I'm also looking forward to the part about Reishin because I've been really curious as to what he's going to do after book 14. And… Reishin is the only one who can change Yuushun's fate? I don't know why that would be the case, but it gives me hope that Yuushun won't end up a villain. The author wouldn't talk about changing his fate if it wasn't going to happen, right?
Okay, now the thing about opening all the ways or whatever Uu Uu said makes sense, if there's something to get rid of the locusts at the Hyou clan. I hope it's written in a realistic way, because just from a short description, it sounds kind of like a deus ex machina. And it looks like Ruka wasn't really punishing Shusui, but testing her to see if she was suitable as her successor? That's awesome (but it might hurt Shuuei's chances).
I hope we get some info on Hien-hime beyond the fact that she's Riou's mother. Like, why did she marry Riou Sr.? Was it a political marriage? I find it hard to imagine anyone falling in love with him (and he doesn't seem interested in anyone other than Bara-hime).
Kurou's wife! I've been curious about her.
Regarding the person who's as smart as Yuushun, I hope it's not a new character. Maybe it's Sakujun/the Black Immortal?
Too bad it will be a while before the next book comes out, but I guess it's to be expected after this one came out so quickly.

Well, the conversation between Kouyuu and Yuushun doesn't really occur in this book, I get the impression. It is about to happen at the end.
Yeah, I honestly have no idea either what Reishin is going to do.
I think that's what the case was (testing her to see if she could become her successor. As usual, Ruka does everything in a harsh way).
Re: the locusts. I was kind of disappointed, because I wanted Ryuuki to find a way out of part of his predicament himself, rather than always relying on Shuurei. It makes sense for Shuurei to help him with the issue of the (other) high official who is committing treason, but it is kind of deus ex machina for her to solve the locust issue as well.
Probably it was.
Not sure: considering this high official isn't Ou Ki, I would guess it could only be Anju or Shou Taishi.

Yeah, I want Ryuuki to prove himself worthy of being king. It makes both of them look bad if Shuurei does everything for him.
I'm not getting a very good impression of Ou Ki as a parent or grandparent.
It would be interesting if Anju were dealing with the Hyou clan behind Ou Ki's back – whether he's doing it to help Ou Ki or to pursue his own agenda, whatever that is.
Yuuri argues with Anju? That's rather brave of him.
With Sakujun's attacking Eiki and now Shusui (Ruka's heirs), it looks like he's out to get the Hyou clan. I can't begin to fathom his motivation for doing so, however. I wonder if he was the one to destroy the mirror and the other sacred objects as well.

It looks like Shuurei will end up saving his bacon on the locust issue, at least.
From the sound of the spoilers, though, it doesn't seem that Hien-hime was a passive victim in all of this, though. However, it appears rather vague.
Not sure… Anju gets more confusing in this book, if anything.
He probably was the one, I'm thinking. What his motivation is, though, appears to be entirely unclear.

So Riou (Jr) is Rious (Sr)'s nephew, huh? For a second there I thought you meant that Ou Ki was Ruka and Riou (Sr)'s father, in which case he fails the Good Father test for politicians.

Eh? No. Riou (Sr) is his father, and Hien-hime is Ou Ki's daughter, thus making Riou (Jr.) Ou Ki's grandson.

I really liked Ryukki even though he was a little naive, at first. But now I'm kind of disappointed in him, I mean its like he can't do anything on his own. i wish he would start acting a little more kingly. (He's still ok though, just not my favorite anymore.)

Aaaw. Being a King means a lot of responsibilities. I think it's very King-like to be like that because you are considering other people besides yourself. Being a King doesn't mean that you can do whatever you want…Instead, it's like you're a prisoner of your own power. It's sad.
I'm a little disappointed too because sometimes I really want Ryuuki to be selfish…but I love him for acting like someone who cares for the welfare of all.
That's my opinion. Hehe.

So Hein-hime is Riou Jr's mother.
But I wonder if Ou-ki gave her her in marriage to Riou-Sr. I mean Riou-Sr was the one who killed Ki-hime so why would Ou-ki want to establish any sort of relationship with him?

Yeah, things were rather vague then, but as things become clearer, in the actual short story that depicts the events, it doesn't really say that Riou Sr. killed Ki-hime. Nor did Shouka actually fight Riou Sr. back then, so in the light of those events, I take it that he was speaking about his clan, rather than about his personal actions. (A lot of stuff about the Hyou clan is unclear. In one story, Riou Sr. declares that he killed his father, yet in another, we learn that Ruka herself defeated her father and imprisoned him, implying that he's possibly alive. So perhaps it is also that Riou Sr.'s statements are unreliable.)

Well, Riou Sr seems to be neutral and harmless thoughout the entire series (and useless as Shouka says) So I wonder why exactly Shouka hates him. Could it be because Riou Sr didn't release Bara-hime? But that's before he met her. Doesn't seem to be a logical reason. Basically, is it Riou Sr's uselessness or his actions that annoy Shouka? javascript:%20postComment(1);

Well, Riou Sr. did want to capture Shuurei in order to get Bara-hime back, so he's not entirely harmless.
I don't think it's strange that Shouka would hate Riou for holding his wife captive, even if most of her imprisonment happened before he met her. Also, it's revealed in Sen-ichiya that Bara-hime's captivity was the cause of "the dark times," when a lot of wars and other bad things were going on in Saiunkoku, so Bara-hime wasn't even the only one to suffer for Riou's selfishness. In addition, it's implied that Shouka also hates Riou because he's too much like himself.
